2) “Deciding the Basic Plan for Development” (1993–1998)

Kyushu University carried out basic surveys of relevant matters such as the relocation site's terrain, geology, groundwater, climate, plant and animal ecology, and buried cultural artifacts, performed further study based on those findings, and listened to on- and off-campus researchers. It then decided on a Basic Plan for Development after making bold revisions in order to give maximum consideration to coexisting with the environment, including use of natural greenery resources and subsumption of historical artifacts. This incorporated creation of a futuristic campus utilizing new technology such as effective use of reclaimed water for water, information, transportation, and energy infrastructure.

As seen in the fact that it is listed as one of the principles of the New Campus, special consideration is given to the impacts of development on the environment (groundwater, protection of rare animals). One example is the creation of an "environmental impact report" based on the reports of organizations formed of researchers (the Environment Working Group, the then–Green Area Management Planning Subgroup). Ongoing environmental monitoring surveys are carried out and discussed in the New Campus Environmental Monitoring Committee composed of on- and off-campus members.

New Campus Basic Plan (Five basic Principles)

1. Preparation of facilities suited to an advanced, international research and education center (a center of excellence) 2. Creation of a futuristic campus that makes use of nature and effectively utilizes resources and coexists with the environment 3. Active human exchange and open facilities for the creation of an attractive campus life that welcomes the community 4. Promotion of campus building and community links as the core of a new academic research city in the surrounding area 5. Creation of a New Campus with consideration for inter-campus links in order to fully bring out the characteristics of a university
  • • Formation of a framework that makes possible integrated land use of the New Campus as a university
  • • Functional and compact placement of large facilities, exercise facilities, and so on
  • • Emphasis on ensuring an open, comfortable pedestrian environment and mobility
  • • Formation of landscapes that make use of hills, wetlands, and other aspects of the natural environment
  • • Consideration for burial mounds and other aspects of the historical environment
