2) “Deciding the Basic Plan for Development” (1993–1998)
Kyushu University carried out basic surveys of relevant matters such as the relocation site's terrain, geology, groundwater, climate, plant and animal ecology, and buried cultural artifacts, performed further study based on those findings, and listened to on- and off-campus researchers. It then decided on a Basic Plan for Development after making bold revisions in order to give maximum consideration to coexisting with the environment, including use of natural greenery resources and subsumption of historical artifacts. This incorporated creation of a futuristic campus utilizing new technology such as effective use of reclaimed water for water, information, transportation, and energy infrastructure.
As seen in the fact that it is listed as one of the principles of the New Campus, special consideration is given to the impacts of development on the environment (groundwater, protection of rare animals). One example is the creation of an "environmental impact report" based on the reports of organizations formed of researchers (the Environment Working Group, the then–Green Area Management Planning Subgroup). Ongoing environmental monitoring surveys are carried out and discussed in the New Campus Environmental Monitoring Committee composed of on- and off-campus members.
